Crack hit the black neighborhoods (actually they were white at the time, the were more appropriately called poor neighborhoods) it was brought in by the CIA.  Just like what is happening today with the CIA bringing in heroin from Afghanistan to the middle class neighborhoods.  The poor people have already been saturated with drugs, and the prescription drugs aren't quite filling the bill for the upper middle class yet.

I don't like Stossel, and I don't believe he is a Libertarian.  I believe he is a shill, but that is my opinion.  On that note, I agree with him on this point.
