The figures which are normally quoted as showing the net budgetcost to the UK of EU membership excludes a large volume of paymentsto the EU which were paid to other EU institutions or related European projects.Research by the economist John Mills indicates that these are additionalpayments to the Common Agricultural Policy, Overseas Aid, the European SpaceAgency (in relation to the Galileo satellite project) etc.John Mills demonstrated that over the period 2000 to 2004 these paymentsamounted to £9.1 billion, or an average of £1.8 billion per annum.18The 2008 Pink Book gives the figures for the period 1997 to 2007. Theseunexplained sums amount to a total of £21.447 billion. The figures for the lastthree years are as follows.• 2005 = £2.859 billion• 2006 = £2.459 billion• 2007 = £3,006 billionThey show an upward trend and need to be fully explained.Therefore, we can assume that these additional hidden costs for 2008 arecurrently running at about £3 billion per annum.
